Industrial development in Punjab.

Topic: -Land banks to be created by the Punjab government to promote industrial development.

 

  •  The Punjab Village Common Land ( Regulation) Rules, 1964 are to be amended to create the Land Banks.
  • An ordinance would be brought to put in Rule 12- B in the Punjab Village Common Land Regulation rules, 1964.
  • This ordinance would seek to provide  Special provision for transfer of Shamlat land ( common land) for development of industrial infrastructure.
  • This infrastructure development. Would be implemented by the Punjab Industry Department and Punjab Small Industries and Export Corporation ( PSIEC).

 

Why this change in rules is being done?

 

  • The government wants the Panchayats to promote the development of villages making available the common lands.
  • Earlier, the policy of leasing out of village Common lands was followed ( for a period of 33 years). But the leased lands could not be utilised for obtaining financial assistance from the institutions.

 

 

Other aspects of the Policy:-

 

  • The government wants to promote the Amritsar- Kolkata Industrial Corridor ( AKIC) project.
  • For this, around 1000 acres of such land is required to be purchased from the Panchayats.
  • The state government of Punjab is also willing to establish a Global Manufacturing and Knowledge park at Rajpura ( Patiala), as an integrated manufacturing cluster.

 

 

Other changes in industrial and labour relations were also brought:-

  • Punjab right to business act, 2019 and Punjab right to business rules. 2019 ordinances were also brought to promote the ease of doing business in the state for the MSMEs.
  • This ordinance would increase the threshold limit of the number of workers in factories ( manufacturing processes). From 10 to 20 workers and from 20 to 40 workers.
  • The Cabinet also decided to increase the minimum limit of workers for applying the provisions relating to layoffs, retrenchments, closure etc from 100 to 300 . ( This would make it easier for the companies to hire and fire people. It would lead to expansion of companies).
  • Other provisions were also changed .e.g.Factories act, 1948, Industrial disputes act, 1947, Contract Labour ( Regulation and Abolition ) Act, 1970.etc.
