Topic:- Punjab Scheme for Divyang.
News:- To Provide Unique Identification (UDID) to every ‘divyang’ of the State, Punjab Government led by Chief Minister Captain Amarinder Singh is running a special campaign from December 1 to 31.
Purpose:-
- Purpose of this campaign is to create a database at the state and district levels of persons with disabilities so they can avail all facilities without facing any hardships.
How it will help?
- With this card, every physically challenged person would be able to get all the facilities on one hand and on the other hand he/she could be mainstreamed at the village, block, district, state and national level.
How it will be done?
- As per this, the Health Department would provide a single unique identity card (UDID) to each divyang person of Punjab which would serve as a multipurpose document for identification of divyang persons. The card would be applicable throughout the country.
What is the UDID card?
- A UDID card is a Unique ID for Persons with Disabilities. It a single document for identification and verification of a disabled person to access various benefits. The card contains all necessary details about a disabled person and bypasses the need for carrying multiple documents.

News:- Magistrates can’t issue arrest warrants in routine, rules HC.
Context:-In a judgment that will change the way accused are arrested by the police, the Punjab and Haryana High Court has made it clear that a magistrate cannot in a routine manner invoke the power to issue warrants of arrest of an accused on an application moved by a police officer. The magistrate has to exercise his discretion in a judicial manner.
The reason was given by Justice:-
- Justice Rajbir Sehrawat ruled the issuance of warrant of arrest by a magistrate only on assertion of the police that an accused was evading arrest would only be a routine exercise unless a specific obstacle prevented the police from carrying out the arrest, which could not be removed by them on their own without the aid of the warrant. “It would be only for the aid of the investigating officer, which could not be done by the magistrate, as has been held by the Supreme Court in the case of Dawood Ibrahim Kaskar,”
- Referring to a Supreme Court judgment, Justice Sehrawat asserted that it was unequivocally held that a police officer was required to record reasons regarding his satisfaction on the necessity to arrest a person before proceeding against him on the allegations of committing a cognisable and non-bailable offence punishable with imprisonment up to seven years.
- As a necessary corollary, it would mean that the arrest of a person from the very inception may be rendered invalid, inviting adverse legal consequences even for the police officer concerned, if the conditions mentioned in the provisions of the CrPC were not complied with.
Why has this step taken?
- Justice Sehrawat asserted that the court more often than not found that the police were using the magistrate’s power to issue a warrant of arrest against an accused only as a tool to avoid their responsibility to carry out an investigation to its logical end and for getting such an accused declared a proclaimed offender.
- This was also done to avoid arresting an accused in inconvenient cases or inconvenient circumstances. As a result, “lots of persons are got declared proclaimed offenders and forgotten altogether by the police thereafter”.
- Hence, this court is also of the view that before the magistrate/court has taken cognisance of any offence, the power of issuance of warrants of arrest under any provision of the CrPC on an application of a police officer cannot be invoked by the magistrate as a routine matter.

News:- A first: All-women Bench
Why important?
- For the first time since it was established more than a century ago, the Punjab and Haryana High Court has an all-women Bench. The exceptional distinction came as Chief Justice Ravi Shanker Jha administered an oath to six judicial officers from Punjab and Haryana, taking the total number of women Judges in the High Court to a record 10.
Another important thing:-
- The oath ceremony was also unique as married couple Justice Vivek Puri and Justice Archana Puri took an oath together as judges for the first time ever in the High Court’s long and glorious history. Available information suggests this is the second time ever in the country’s judicial history that a couple was sworn-in together. It is believed that a husband-wife duo was sworn in together in Delhi High Court almost a decade ago.
- Justice Daya Chaudhary, who heads the Division Bench, was rather the first woman advocate to be administered oath as a Punjab and Haryana High Court Judge in December 2007. Hailing from Haryana, Justice Chaudhary was followed by Justice Nirmaljit Kaur, who became the first woman advocate from Punjab to be administered oath as a High Court Judge here in July 2008.
Another important step to deal with pending cases:-
- The number of judges with their elevation has gone up to 56 against the sanctioned strength of 85. The increase in strength comes at a time when the High Court is facing an unprecedented pendency of 5,14,966 cases, with 3,68,155 cases pending for more than a year. No less than 2,986 cases are pending for more than 20 years. Out of the total, 22,636 cases have been filed by women.
