News:- Digital version of Gurbani has been launched.

Background:-

• The 550th birth anniversary of Guru Nanak Dev Ji.
• Many shabads and hymns, which have been a part of Prasar Bharati have been chosen.
• The digital version of the Guru Nanak Dev Ji’ s Shabad kirtans has been launched to spread his teachings across the world.

Topic: Governance

News:- Cow cess and it’s utilisation by the state government has come under the scrutiny.

Background:-

•  The state government had discontinued the free electricity scheme to the Gaushalas.
• Shri Gow Rakshini Sabha had petitioned in the Punjab and Haryana High court regarding this issue.
• Earlier, Cow cess was also levied on the citizens for the welfare of cows.
• But, there is no clarity on how the cess is being utilised.

The issues associated with this are:-

• Poor governance in the state.
• No Standard procedure for ensuring the utilisation of the funds.
• Political misappropriation of the funds.

Solutions:-

• There should be a framework to devise a mechanism for utilisation of funds for a particular purpose.e.g.
•  National clean environment cess.
• Finance Commission and Niti Aayog can frame a policy to ensure proper utilisation of Cess funds.
