What is News?

 

  • Rights commission defunct since 2005, Himachal CS summoned.

 

Context:-

  • Taking a serious note on the passive approach of the state government in the constitution of the Human Rights Commission/Lokayukta/Lokpal and human rights court in the state, the High Court has summoned the Chief Secretary for March 12.

 

Who filed the petition for this?

  • A petition filed by Namita Maniktala contending therein that the state Human Rights Commission has been lying defunct since 2005.
  • It was further alleged that successive state governments have failed to make appointments to the human right body. Due to the absence of this statutory body, people, whose rights are violated, have no option but to move courts.

 

What is desired in the petition?

  • In the petition, it was desired that the state be directed to make the state Human Rights Commission functional by making the appointment of chairpersons and members and to initiate appropriate action for the constitution of human rights courts within the state and to fill the vacancies in state Human Rights Commission.

 

Observations:-

  • It is observed that human rights are precious and immediate steps are required to be taken to constitute the “state Human Rights Commission/Lokayukta/Lokpal” as well as “human rights court” and despite the directions of the Supreme Court in this regard, the state government has failed to take the necessary steps.”
