What is the news?

 

  • High Court: File fresh status report on conditions in jails.

 

Context:-

  • A Division Bench comprising Chief Justice L Narayana Swamy and Justice Jyotsna Rewal Dua passed these orders on a petition taken up suo moto by the court as a Public Interest Litigation petition.
  • In compliance to the court’s earlier order, the state has filed the status report in which it has been pointed out that there are overcrowding and shortage of the staff in the District Jail, Hamirpur, Sub-Jail, Nurpur, and District Jail, Kullu, and the shortage of staff in District & Open Air Jail, Dharamsala, and District and Open Air Jail, Bilaspur, and there is no posting of Medical Officer in District Jail, Mandi.

 

Court observation:-

  • The court observed that the state had sanctioned four posts of Medical Officer, who are posted in Bilaspur and Dharamsala jails, Model Central Jail, Kanda, Shimla, and Model Central Jail at Nahan, but most jails were taking medical facilities from the Medical Officers of Primary Health Centres and the sanctioned strength of four was not sufficient to cater to the needs of jail inmates.
  • The court further observed that under these circumstances, it was expected that the government would take immediate steps to sanction more posts of Medical Officer and provide more ambulances and light vehicles.
  • The court also noticed that nothing had been stated in the status report in respect of counsellors as well as the constitution of the board of visitors to be constituted by the government and directed the state to file a fresh status report and listed the matter for further hearing on April 24.

  • Coronaviruses are zoonotic, meaning they are transmitted between animals and people.

 

Transmission:

  • Human coronaviruses most commonly spread from an infected person to others. So, its communicable diseases.
