Topic: State government starts U-WIN portal as pilot project in Solan and Sirmour districts

What is the news?

  • State has taken effective measures towards increasing the immunity of children from childhood, in order to prevent them from fatal diseases.
  • Vaccination to be done in the state with a view to increase the immunity of children and prevent them from various diseases will now be implemented through U-WIN portal.

About U-Win Portal:

  • U-WIN portal has been started by the central government as a pilot project in Solan and Sirmaur districts. Complete information about maternal and child vaccination in the state will be available on this portal.

 

This covered under which scheme?

  • Under this center sponsored project, these two districts have been included in selected districts across the country.

 

Who developed this portal?

  • This portal has been developed on the lines of CoWIN portal.
  • The data of all the vaccination beneficiaries of the state will be available in the portal.
  • Complete information about vaccination from time to time after the birth of the child will be available on this portal.
  • Earlier, information related to vaccination was available only through offline medium. This portal is also being linked directly to the labor room, so that correct and accurate information is available. All government and private hospitals are also being linked with the U-WIN portal.

How it will benefit?

  • All the beneficiaries will get the information regarding thieir vaccination through SMS. The Mother and Child health is one of the most important health aspect and complete information regarding their schedule of vaccination alongwith venue and time through SMS on their registered mobile number from the U-WIN portal itself. Beneficiaries may get vaccinated in any state as the record of U-WIN portal is available at the national level. The special feature of the portal is that after the completion of the vaccination process, the beneficiary will also get the vaccination certificate. To get the beneficiary registered in the U-WIN portal, Aadhaar card and mobile number will have to be provided at the vaccination center.
  • The state government, through the health department, vaccinates children against various diseases, which mainly include Rotavirus infection, Tuberculosis, Measles, Whooping cough, Tetanus, Hepatitis-B infection etc. Vaccination, on the one hand boosts the immunity of children and on the other strengthen them to fight against various bacteria and viruses.

Data:

  • Himachal Pradesh has an estimated target of vaccinating more than one lakh new born babies and about 1.27 lakh pregnant women annually. For this purpose, there are a total of 390 cold chain points in the state. As a pilot project, 42 cold chain points of both the districts will be covered under the U-WIN portal launched in Solan and Sirmaur districts. UWIN Portal is a digital solution to facilitate tracking of every pregnant women and children for vaccination.
  • At present, an estimated 43,000 beneficiaries will be benefited annually through the U-WIN portal launched in these two districts. An estimated 11,000 children and 13,000 pregnant women in the age group of 0-1 years will be benefited in district Solan. While in district Sirmaur, an estimated 9100 children and 10 thousand pregnant women in the age group of 0-1 years will be benefited.

What is the news?

  • Chief Minister, Thakur Sukhvinder Singh Sukhu in a meeting with the World Bank team, headed by Regional Director (Sustainable Development), South Asia Region, Mr. John Roome here today, discussed the Green agenda of the State and the measures to be adopted to achieve the target of ‘Green Energy State’ by 2025, with the assistance of World Bank.
  • The World Bank indicated that it is keen on Green Resilient Integrated Development programme for the state with Basin approach with an estimated cost size of Rs. 2500 crore (300 Million US dollars) depending upon the technical analyses, which may be enhanced further.

Chief Minister shared:

  • As a step towards achieving the target, the State has fixed a time-bound action plan to achieve installation of 200 MW solar power energy projects in next nine months and state will acquire more land for the installation of 500 MW by end of the year 2024.
  • Transformation towards adoption of Electric Vehicles in the State is of utmost priority and hopes for generous contribution and launch of some key programmes from the World Bank for this purpose.
  • Apart from this the Chief Minister also indicated to the team that the State is all set to go ahead in line with National Green Hydrogen Energy Mission in a big way apart from the production.
  • Though the technique of production of Green hydrogen is expensive yet the government will consult Indian Oil Corporation for the same as IOC has taken the first significant step towards Green Hydrogen Economy in India with the commissioning of country’s first pure Green Hydrogen pilot plant in the Northeast.
  • The Government is committed to making Himachal as the first non-polluted State by reducing carbon emissions completely.

What is the news?

  • The Border Roads Organisation’s (BRO) Project Yojak has kept the Shinku La Pass, mostly open for traffic all year. Furthermore, work on critical infrastructure projects has continued under the project even during the winter.

About Project Yojak:

  • It is made up of BSF personnel and is dedicated to keeping the Manali-Leh road open all year via the Darcha-Padum-Nimu route.
  • The snow-covered Shinku La Pass, at an elevation of 16,703 feet, is closed from October to April, cutting off access to the Zanskar valley in Ladakh. The valley is linked to the mainland via Leh or Manali, and connectivity via Leh is impossible in the winter due to extreme cold wave conditions.
  • The Darcha-Padum-Nimu road is crucial for connecting the border areas of Leh and Ladakh with the mainland. The BRO is working on doubling the Nimu-Padum-Darcha road. This is one of the most difficult roads to navigate because it frequently receives heavy snowfall ranging from 15 feet to 20 feet at various points. Furthermore, the area is prone to avalanches.
  • According to Project Yojak Chief Engineer Jitendra Prasad, VSM, the BRO assessed the importance of connecting the Zanskar valley with Manali and, as a result, initiatives have been launched to mobilise machines and manpower along this axis to provide connectivity to the valley during the winter.
