What is the news?

  • Dr. (Col.) Dhani Ram Shandil said that the state Government was committed to implement ‘Nari Samman Yojana’ to empower the women besides strengthening them socially and economically in a phased manner.
  • He also suggested certain norms pertaining to the eligibility criteria to be adopted for implementing the scheme with the concerned departments.
  • Before the scheme is implemented in its true spirit, it is necessary to analyse the social and financial perspectives so that the women belonging to economically weaker and backward section of the society could be brought under the ambit of the scheme.
  • The Committee suggested to deeply study the financial implications involved and directed the concerned departments to submit their reports within stipulated time.

How much money is given to women through the Nari Samman Yojana?

What is the news?

  • To make Himachal Pradesh a Green Energy State, by 2025, Chief Minister Thakur Sukhvinder Singh Sukhu urged the National Agriculture Bank for Rural Development (NABARD) to provide liberal financial assistance to the State Government in the electric mobility sector.
  • He was presiding over a meeting of senior officers of NABARD at Shimla on Friday evening.

Chief Minister said that:

  • The present State Government was focusing on shifting from diesel vehicles to electric vehicles in a phased manner to reduce carbon emissions.
  • The Government would submit a concept paper regarding this to NABARD within a week and subsequently a DPR will be prepared in this context.
  • Switching to electric vehicles will mitigate climate change and make Himachal Pradesh a green state, resulting in an increase in the influx of tourists, said the Chief Minister.

Which Bank will provide financial assistance to the State Government in the electric mobility sector?

  • NABARD should provide generous financial assistance in building schools, marketing infrastructure, food processing units, electric mobility, and solar power projects. Stressing on enhancing the income of farmers and making them self-reliant, he also asked to provide financial help in the dairy sector also.

About National Agriculture Bank for Rural Development (NABARD):

 

GENESIS & VISION

  • The importance of institutional credit in boosting rural economy has been clear to the Government of India right from its early stages of planning. Therefore, the Reserve Bank of India (RBI) at the instance of the Government of India, constituted a Committee to Review the Arrangements for Institutional Credit for Agriculture and Rural Development (CRAFICARD) to look into these very critical aspects. The Committee was formed on 30 March 1979, under the Chairmanship of Shri B. Sivaraman, former Member of Planning Commission, Government of India.
  • The Committee’s interim report, submitted on 28 November 1979, outlined the need for a new organisational device for providing undivided attention, forceful direction and pointed focus to credit related issues linked with rural development. Its recommendation was formation of a unique development financial institution which would address these aspirations and creation of National Bank for Agriculture and Rural Development (NABARD) was approved by the Parliament through Act 61 of 1981.
  • NABARD came into existence on 12 July 1982 by transferring the agricultural credit functions of RBI and refinance functions of the then Agricultural Refinance and Development Corporation (ARDC). It was dedicated to the service of the nation by the late Prime Minister Smt. Indira Gandhi on 05 November 1982. Set up with an initial capital of Rs.100 crore, its’ paid up capital stood at Rs.17,080 crore as on 31 March 2022. Consequent to the revision in the composition of share capital between Government of India and RBI, NABARD today is fully owned by Government of India.

What Is the Difference Between NABARD and RBI?

  • The Reserve Bank of India is the country’s central bank, with sole authority to regulate the banking industry and supervise the various institutions/banks, including NABARD, as defined by the Banking Regulation Act of 1949.
  • NABARD makes recommendations to the Reserve Bank of India on the issuance of licences to cooperative banks, as well as the establishment of new branches by state cooperative banks and regional rural banks (RRBs).
  • The RBI and NABARD collaborate on many developmental and regulatory projects.
  • The RBI provides three directors to the NABARD Board of Directors.

 

What is NABARD’s Governance Structure?

What is the news?

  • Direction was issued to all the Deputy Commissioners, to identify land on priority for paving the way to implement the flagship schemes viz: heliport connectivity, electric vehicle charging stations and land for Rajiv Gandhi day boarding schools in their respective areas of jurisdiction till 10th February.
  • Chief Minister Thakur Sukhvinder Singh Sukhu issued these directions while chairing the video-conference meeting with all the deputy commissioners here today.

Purpose of heliport connectivity:

  • To accomplish the status of the Green State, and reduce the carbon emissions, the government has decided to priorities mobility of electric vehicles in the State, besides stressing upon to introduce air connectivity by constructing heliports in each district near district headquarters. He said that the Airport Authority of India has appointed a consultant for the same and he may be consulted while making the norms. The land may be transferred in the name of the concerned department without delay, directed the Chief Minister.

 

Purpose of electric vehicle charging stations:

  • To set up electric charging stations, the land should be identified and transfer the same to the Transport department within a stipulated time as conveyed, stated the Chief Minister. The government would set up the electric charging stations, at a feasible distance, way-side four-lanes, National highways and other major district roads and the district administration should accomplish the task assigned well in time, said he. He also directed the officials of the State electricity board for proper load augmentation for charging stations.
  • The way side amenities should also be developed along the Charging stations, said he, adding that this will not only facilitate the commuters but will also be an added attraction from tourism point of view. Sh. Sukhu also asked to use the unutilized land wherever available for providing way-side amenities to the people.

 

Purpose of land for Rajiv Gandhi day boarding schools:

  • Apart from this, to provide quality and modernized education to the children, Rajiv Gandhi day boarding schools would be set up having compact integrated complex in every assembly segment. Around 50 bighas of land would be required for the said purpose and it should be within a perimeter of four to five kilometers from the district, Tehsil or sub-divisional headquarters.
