Let us understand the byelection or bypoll concept.

 

What are by-elections?

  • By-elections are those elections which are conducted again in the constituency due to various reasons like death of existing politician, an MP later becoming MLA of any state, any MLA becoming an MP from Loksabha or Rajysabha.
  • So, basically, after the general elections, if seats remain vacant for some reasons then Election commission of India conducts byelection for that constituency.

 

Challenges of byelection:-

  • By-elections have become a trend in India, partly because of the misuse of provision of law under the Representation of the People Act that allows a candidate to contest elections from two constituencies. When the candidate wins from both the constituencies, he/she has to vacate one of the seats. This triggers by-election as one of the seats that are rendered vacant.
  • Example:- It was 2011 when Trinamool Congress came to power in West Bengal after ending the Left rule of over three decades. At that time, Mamata Banerjee was an MP in the Lok Sabha. And It was mandatory for her to become a member of the state legislature to grab the position of a Chief Minister. One of the MLAs from Bengal had to step down to let her contest from that constituency. This led to a by-election.

News:-India opens up for foreigners 137 Himalayan peaks, including Kanchenjunga.

 

Context:- Of the 137 peaks, 51 are in Uttarakhand, 24 in Sikkim, 15 in Jammu and Kashmir, and 47 in Himachal Pradesh.

 

How many peaks of Himachal Pradesh included in this?

  • Example:- Mulkila (6,571 metres) in Himachal Pradesh.

 

Present situation and changes after this:-

  • Presently foreigners have to seek permission from the ministries of defence and home to climb these peaks. With the government opening them up, foreigners can now directly apply to the Indian Mountaineering Foundation for permits.
  • However, for carrying satellite phones the expedition teams have to take prior permissions from the department of telecommunication, the home ministry said, adding that all information gathered have to be shared with locals formations.
  • The ministry has also clarified that the teams cannot take any photos of any installations without consent and will have to limit itself to the approved routes.
