Importance: Himachal HPAS Prelims and Mains

 

What is the news?

  • The inhabitants of Chhota Bhangal are given land rights.

 

What is the issue?

  • After approximately 40 years, the people of Chhota Bhangal in Kangra, including Rulling, Kothi Kohar and Multhan panchayats, obtained rights to the common lands.
  • The common land of these villages was converted into forestland on the direction of the state government in the 1980s.
  • Since then, residents have been in direct conflict with forest and wildlife departments on the use of common land for cattle grazing and collection of forest products.
  • The residents of these Panchayats have been given rights to common lands under the Forest Rights Act 2006.

How this decision will impact?

  • As per the notification issued by Deputy Commissioner Kangra, Nipun Jindal, the residents of these panchayats will now have the rights to graze their animals, reap grass for fodder, collect wood for daily use, get timber for marriage, reap grass for making ropes and other agriculture needs, collect wild fruits, flowers and herbs for self use or sale, collect stones, slate, clay, lime for use in buildings, water mills and for making clay pots, get timber for cremation, use of water for human and cattle, use of land for cremation, collection of herbs, snags of Bamboo and plants for making baskets and brooms for self use and collection of wild honey on common land.
  • Panchayats who have obtained land rights have been ordered to allow nomadic and pastoralist communities to graze their livestock.

What is the news?

  • Fish Festival to be held in Manali.

 

Why important?

  • For the first time, a fish festival is being organized in Himachal Pradesh by the Directorate of Fisheries. The event will be held from July 22 to 24 at Mall Road in Manali.
  • In which the taste of Himachal’s most famous trout fish will be organized in Manali( Fish festival will be organized in Manali) tourists can take it.
  • This is the first time that the fish festival is being held in Himachal Pradesh by the Directorate of Fisheries.

  • Himachal Bhawan, Chandigarh.

What is the news?

  • The State’s first SDRF Centre to come up in Kangra, land earmarked for building in Bhagoda village.
  • In Himachal Pradesh, the state’s first SDRF centre is being set up in Kangra district. Land has been given to the police department to build the SDRF center.

 

Exact Location:

  • Land has been identified at Chamunda Devi in Kangra district and Bhagoda village in the Beech Bhagoda village in Palampur for setting up of SDRF center.

 

About SDRF:

State Disaster Response Force (SDRF)

  • As per Section 3.4.5 of National Policy on Disaster Management 2009, the State Governments are required to raise their own SDRF for quickly responding to disasters.
  • As per information available, 24 State/UTs has raised their SDRF. These SDRF are placed strategically at suitable locations well connected to the airport, rail heads and roads for their immediate deployment at the disaster sites.
  • The SDRF are also being used for Community Capacity Building and Awareness Generation programs within the State. During these programs, SDRF can familiarize themselves with the terrain, critical buildings and other existing infrastructure for prompt responses at the time of disasters and simultaneously work with the community, including school children, village volunteers and other stakeholders on what to do during disasters.
