What is the news?
- In 2020-21, the institutional delivery rate for the Chamba District is 61.41 per cent, while Hamirpur District peaked in the state with 98.92 per cent of institutional deliveries.
Where it is published?
- This has been disclosed in the Administrative Annual Report of the Health Department. Despite having a medical college in the district, the rate of institutional delivery has not increased above 61 percent. Other districts of the state have been successful in getting more than 80 and 90 percent institutional deliveries.

What is the news?
- Cyberspace has become a new crime hot spot. Up to 18,000 cybercrime complaints have been received in Himachal during the past five years (2017-2021).
- The number of cyber crime cases has grown at an alarming pace during the lockdown period. No fewer than 6,258 cybercrime complaints were received in 2020 and 6,207 in 2021, up from 2,914 in 2019. Besides, financial frauds, cybercrime against women by blackmailing and threatening, stalking, defamatory, morphing, fake profile and Internet crime through online gaming and sextortion, and targeting of old affluent men have increased significantly.
Steps Taken:
- Two cyber police stations will be installed in Kangra and Mandi with cutting-edge infrastructure and the latest technologies and equipment, to combat crime.
- “Cyber cells have been established in all 12 districts of the state. A cyber police station at the Shimla headquarters is being shifted to an independent spacious place in the SDA complex at Kasumpti, Shimla, where dedicated units and a cyber lab will be set up. It will become functional soon. Software and hardware worth Rs 1.5 crore have been purchased in the past one year for modernization and upgrade to detect and solve cybercrime cases,” says Rohit Malpani, SP, Cyber Crime.
Challenges:
- Criminals are abusing social media. It is difficult to track and trace them, as most of the social networking sites are functioning from abroad and connecting and communicating with them is a time consuming process, which retards the pace of the investigation. However, the number of FIRs registered is only 585 (about 3 per cent), as people are concerned with money refund in financial cases and fear social stigma in other cases”.
- The police claim that the success rate in getting the money refunded in financial frauds is between 10 per cent and 15 per cent, which is better than most of the other states. However, catching criminals still remains a daunting task as most of them operate from other states such as West Bengal, Odisha, Delhi, Haryana, Jharkhand, Bihar and Uttar Pradesh and even abroad. About 75 police personnel are looking after cybercrime in the state.
Rate alarming during covid lockdown:
- The cybercrime cases increased at an alarming rate during the Covid lockdown period. Besides, financial frauds, cybercrime against women by blackmailing and targeting of old affluent men has increased significantly.
- The police claim that the success rate in getting the money refunded in financial frauds is between 10 per cent and 15 per cent, which is better than most of the other states.
- However, catching criminals still remains a daunting task as most of them operate from other states such as West Bengal, Odisha, Delhi, Haryana, Jharkhand, Bihar and Uttar Pradesh and even abroad.
- About 75 police personnel are looking after cybercrime in the state. Rohit Malpani, SP, Cyber Crime, said: “Creating awareness about cybercrime is the need of the hour.”

- A series of commentary handbooks on Kalachakra, authored by Tibetan researcher Sherab Dhargye, was launched on Saturday evening at the Library of Tibetan Works and Archives (LTWA) by Sikyong Penpa Tsering.

- Others present on the occasion were Speaker of Tibetan Parliament in exile Khenpo Sonam, Tenphel Kirti Rinpoche, Jado Tulku Rinpoche and Secretary Lobsang Jinpa of Tsuglagkhang’s office of the Dalai Lama.
About Books:
- Following the introduction on the background of the nine-volume series of books by author Sherab Dhargye, Jado Tulku Rinpoche explained the origin of Kalachakra initiation and its significance, not only from the aspect of Buddhism but as a crucial entity of Tibet’s unique culture and religion. Rinpoche appreciated the author, adding that the books offered a substantial addition in representing Tibet’s ancient system of knowledge.
