1) News:- Artificial lake created in Nurpur rivulet.

 

Where is the exact location?

  • An artificial lake has been created near Khadetar village in Nurpur on the Jabbar rivulet.

 

How it has been created?

  • The water body was created due to a massive landslide on the riverbed.

 

Difference between Natural Lake and Artificial Lake?

  • A natural lake is localized in a basin that is surrounded by land, it does not have an outlet that serves to feed or drain the lake. On the other hand, an artificial lake is an impoundment created using a dam or lock to store water.

 

The concern shared by government officials:-

  • The authorities are fearing that in case of the lake breaches, it can flood the areas downstream.

2)News:-  Monsoon session from today, likely to be stormy.

 

Context:-

  • It is probably for the first time that almost 700 questions have been filed by the legislators, seeking government reply. The extensive damage caused by heavy rains is also likely to come up for discussion.

  • Diluting Section 118 of the Tenancy and Land Reform Act and flouting norms while signing MoUs with investors.

 

What is Section 118 of the HP Tenancy and Land Reforms Act, 1972?

  • Section 118 of the HP Tenancy and Land Reforms Act, 1972 provides for restriction on transfer of land in favour of a person who is not an agriculturist of the state. This section and rules there under have been amended from time to time to further the basic intention behind its enactment of protecting the interests of local inhabitants while ensuring that the development of the State is not hampered.

Or

  • The section 118 of HP Tenancy and Land Reforms Act barred all non-agriculturists from purchasing any land in the state without the permission of the government, depriving thousands of non-agriculturist families living in the state for more than 50 years.

Problem:-

  • Section 118 of Tenancy and Reform Act restricts not just non-Himachalis but even bona fide Himachalis, who do not own agricultural land, from purchasing land in the state. Only a small piece of land can be bought with the permission of the revenue department.

 

Opposition:-

  • The Congress has been targeting the government over attempts to dilute Section 118 of the Tenancy and Land Reform Act. “The scarce agricultural land in Himachal is valuable and you cannot dilute Section 118 as it will open floodgates for purchase of this valuable asset,”

 

Government views:-

  • “Generating employment is our topmost priority. For this, we need to attract big investment and it is in this endeavour that we are trying to facilitate industrial investment. That’s why the opposition is crying hoarse about flouting of norms which is simply not justified,”

 

High Court directions:-

  • “This court deems it fit and proper to direct the state government to make suitable amendments to Section 118 of the HP Tenancy and Land Reforms Act, 1972 read with HP Tenancy and Land Reforms Rules, 1975 in order to facilitate to purchase any land (agricultural and non-agricultural) in the state by non-agriculturist Himachalis residing in the state for decades, prior to the date of commencement of the HP Tenancy and Land Reforms Act, 1972, within a period of 90 days from today,”

About Gobind Sagar lake:-

  • Gobind Sagar is a man-made reservoir situated in Bilaspur District, Himachal Pradesh. It is formed by the Bhakra Dam. The reservoir is on the river Sutlej and is named in honour of Guru Gobind Singh, the tenth Sikh guru.
