What is the news?
- An AIDS awareness program will be organized into 7 schools in Hamirpur.Various activities will be organized in three phases as part of the New India at 75 campaign.
How does this work?
This campaign will also take place in 3 phases.
- In the first phase, HIV-AIDS-themed painting, poster making, rangoli and other activities will be held in these schools until December 20.
- The theme of the second phase that will take place in January is blood donation.
- Whereas, the third phase will be held in March, whose theme is TB disease.
About HIV AIDS:
What Is HIV?
- HIV (human immunodeficiency virus) is a virus that attacks cells that help the body fight infection, making a person more susceptible to other infections and illnesses.
How did that spread?
- It is spread by contact with certain bodily fluids of a person with HIV, most commonly during unprotected intercourse (intercourse without a condom or HIV medicine to prevent or treat HIV), or through sharing injection drug equipment.
- If not treated, HIV may lead to AIDS disease (acquired immunodeficiency syndrome).
Treatment:
- The human body cannot get rid of HIV, nor is there an effective cure for HIV. So once you have HIV, you have it forever.
- However, by taking HIV medication (called antiretroviral therapy or ART), people living with HIV can lead long, healthy lives and prevent HIV transmission to their sexual partners.
- In addition, there are effective methods to prevent getting HIV through intercourse or drug use, including pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis (PEP).
When it identified first?
- First identified in 1981, HIV is the cause of one of humankind’s deadliest and most persistent outbreaks.
What does AIDS mean?
- AIDS is the late stage of HIV infection that occurs when the body’s immune system is severely injured due to the virus.
- In the United States, most people living with HIV do not develop AIDS because taking anti-HIV medications every day, as prescribed, stops the progression of the disease.

What is the news?
- Chief Secretary Ram Subhag Singh presided over the 19th meeting of Standing Committee of Northern Zonal Council organized by Inter State Council Secretariat, Ministry of Home Affairs, Government of India in Shimla, today.
What was discussed?
- During the meeting, discussion on issues pertaining to speedy investigation of cases of sexual offense against women and children, coverage of villages by bank branches and postal banking facilities were held.
- Effective implementation of Direct Benefit Transfer for Social Sector schemes, abandoning of cattle on trans-state border, Chandigarh-Baddi rail line and issues related to handing over of railway land of Jagatpura-Shivdaspura, railway land at near Durgapura railway station, railway land near Gandhinagar railway station and railway land near Bais Godam railway station were also discussed in the meeting.
About Inter-State Council:
- The Constitution of India in Article 263, provided that an Inter-State Council (ISC) may be established “if at any time it appears to the President that the public interests would be served by the establishment of a Council”.
- It was established on 28 May 1990 by a presidential order on recommendation of Sarkaria Commission.
The present composition of the Council is as follows:
- Prime Minister Chairman.
- Chief Ministers of all States Members.
- Chief Ministers of Union Territories having a Legislative Assembly and Administrators of UTs not having a Legislative Assembly and Governors of States under President’s Rule(Governor’s Rule in the case of J&K) Members.
- Six Ministers of Cabinet rank in the Union Council of Ministers to be nominated by the Prime Minister Members.
- Four Ministers of Cabinet rank as Permanent invitees Members.
(Note: Other Ministers and Ministers of State having independent charge in the Union Government may be invited as permanent invitees, if so nominated by the Chairman of the Council, or as and when any item relating to a subject under their charge is to be discussed.)
Important Points:
- Inter-State Council is a recommendatory body with duties to investigate and discuss the subjects of common interest between the Union and State(s) or among the States, making recommendations, particularly for better coordination of policy and action on these subjects and deliberating upon such other matters of general interest to the States which may be referred to it by its Chairman.
- The Council also deliberates upon such other matters of general interest to the States as may be referred by the Chairman to the Council.
- A Standing Committee of the Inter-State Council has been constituted for continuous consultation and processing of matters for the consideration of the Council.
- The Standing Committee is comprised of Union Home Minister as Chairman and 5 Union Ministers of Cabinet Rank and 9 Chief Ministers of States as Members nominated by the Chairman of the Inter-State Council.
- The President can establish such a council at any time it appears to him that the public interest would be served by its establishment. He is also authorized to define the nature of duties to be performed by such a council and its organization and procedure
