Topic: Health among Prisoners.

 

What is the news?

 

  •  5.5% of prisoners in the state jails HIV Positive.

 

Survey report:-

  • A survey has been carried out, which has highlighted a few things about the HIV status of the jail inmates and convicts.
  • Around 5.5% of the inmates and convicts lodged in the jails are suffering from HIV – AIDS.

 

Steps to be taken by Punjab Govt:-

  • To counter this menace, the Punjab government is planning to set up Antiretroviral Treatment ( ATR) in 4 central jails- Kapurthala, Amritsar, Bathinda and Ferozepur.
  • Other centres would also undertake screening, monitoring and treatment of the inmates

 

Status report to HC:-

  • A status report has been furnished to honourable Punjab and Haryana High Court regarding the same.
  • Further, around 1630 inmates were suffering from HIV+ in 9 central jails.
  • Faridkot jail with 439 HIV+ affected inmates tops the list.

 

It has been followed by:

  • Ferozepur – 322
  • Amritsar – 299 and
  • Kapurthala- 210.

The jail administration in Kapurthala Modern jail had even set up a separate cell in the complex for Lodging around 113 HIV+ inmates.

Topic: Inadequate health infrastructure

 

What is the news?

 

  • Ferozepur veterinary hospitals are facing a shortage of staff and types of equipment.
  • Ferozepur district of Punjab boasts of 2.73 lakh cattle.
  • But Government Veterinary services in the district is facing acute shortages.
  • Broken window panes, drug addicts hideouts, shambolic infrastructure is now a common sight.
  • The safety of the building is also under the scanner as it doesn’t seem any good.
  • As per information, 57 veterinary hospitals are there, out of which only 14 have adequate staff.
  • Out of over 39 veterinary dispensaries, 20 are devoid of a veterinary inspector.
  • Ultrasound machines, X-ray machinery etc are too in short supply.
  • Also, The Agriculture department should form a task force to look into the issue.
  • Adequate motivation and remuneration should be there for the veterinary staff.
  • Corporate social responsibility Funds could also be utilised for this purpose.
