Topic:- Scheme for Good Governance

 

News: -Land records available online.

 

Context:-Chief Minister Jai Ram Thakur launched the National Generic Document Registration System (NGDRS) under the Digital India Land Records Modernisation Programme on a pilot basis.

 

Where did these schemes launch on a Pilot basis?

  • Shimla (Urban) and Kumarsain in the district for online registration of land records.

 

This Scheme would facilitate:-

  1. Registration
  2. Online valuation
  3. Payment.

 

Purpose & benefits:-

  • To check on any tampering with revenue records.
  • To help ineffective maintenance of revenue records for the benefit of the landowners.
  • The system would also go a long way ineffective dealing with land-related issues and lessen the unnecessary litigation in revenue matters.
  • The NGDRS would also help in avoiding duplicate usages of stamp paper.
  • The landowners and buyers could make payment of stamp duty and registration fee online.

 

This was a step forward in visualising the dream of Prime Minister Narendra Modi of ‘One Nation, One Software’

News:-More biodiversity panels in the state soon.

 

Context:-The Himachal Pradesh State Biodiversity Board (HPSBB) organised a training workshop on “Biological Diversity Act, 2002, and Rules, 2004”.

 

Purpose:-

  • The objective of the workshop is to increase awareness about the importance, role and issues concerning biodiversity.
  • The event was organised in collaboration with the Panchayati Raj Department.

News:-Depleting water level a cause for concern.

 

Context:-The Krishi Vigyan Kendra, Kangra, organised a Kisan Mela at Surajpur in Indora on Thursday to sensitise local farmers on the centrally sponsored Jal Shakti Abhiyan (JSA).

 

The concern shared by Minister:-

  • Agriculture and Tribal Area Development Minister Ram Lal Markanda, who presided over the programme, said the depletion of underground water level in some areas of the hill state was a matter of concern.

 

Solutions suggested:-

  • Over the increasing use of pesticides and chemical fertilisers in farming in the state, the Minister appealed to the farmers to adopt the zero budget farming, which would reduce farm input cost and enhance farm income.

 

What is zero budget farming?

  •  This is technically known as Zero Budget Natural Farming (ZBNF), as the Food and Agriculture Organisation of the United Nations calls it. Zero budget farming is a set of farming methods that involve zero credit for agriculture and no use of chemical fertilisers.
