News:-Election of block Samiti chief, vice-chief stayed.
Context:-The Punjab and Haryana High Court today took cognisance of a petition alleging that the posts of a Block Samiti chairman and vice-chairman, reserved for Scheduled Caste candidate, were converted into the general category to prevent the only “SC woman” from being elected.
Issuing notice of motion to the state of Punjab and other respondents, a Division Bench of the High Court also directed that the election to the posts of chairman and vice-chairman of Hajipur Block Samiti in Hoshiarpur would be “kept in abeyance meanwhile”
What is Block Samiti?
- It works for the villages of the tahsil that together are called a Development Block. The Panchayat Samiti is the link between the Gram Panchayat (village council) and the Zila Parishad (district board).
Who is the executive officer of Block Samiti?
- A government-appointed block development officer (BDO) is the executive officer to the panchayat Samiti and becomes, in effect, its administrative chief overall operations.
What are the functions of Block Samiti?
- The duties of the Panchayat Samiti include coordinating projects and funding between the district and village levels, supporting current development projects, designing new development projects, maintaining public utilities, managing hospitals and health centres, and managing schools and other education programs. Context:-About 20 km from the Attari check post where thousands from across the country throng to witness the ‘beating the retreat’ ceremony every day, lies in oblivion the mausoleum of Amanat Khan Shirazi, official calligrapher the Taj Mahal.

About Amanat Khan Shirazi:-
- Amanat Khan Shirazi, an Iranian with original name Abdul Haq, was the brother of Afzal Haq who rose to become the prime minister of Mughal emperor Shah Jahan. Shirazi, after his death, was buried alongside the serai which he built during his lifetime.
Acknowledgement to this Serai:-
- The building was declared a national monument through the gazette notification Number PN 19571, dated June 25, 1928.

- In India, we celebrate this day on the birthday of Dr Sarvepalli Radhakrishnan. He was a man of many good qualities and a favourite teacher among students. It was his request that his birthday should be celebrated as an honourable day for all the teachers in the country, in case someone is wishing to celebrate his birthday at all. So, in a nutshell, we celebrate Teacher’s Day because teachers have been the architect of the society and without them, no society can walk in the path of progression.
Significance of 5th September:-
- It was on September 5, 1962, when the first Teachers’ Day was celebrated. Also, President Radhakrishnan assumed his office in the same year. S Radhakrishnan was the first Vice President of India and become the second President after succeeding Dr Rajendra Prashad. Radhakrishnan was born on September 5th, 1882 in a Telegu Brahmin family in Thiruttani in Tamil Nadu.

News: state’s response poor to health insurance plan
Only 2,114 avail benefits under Ayushman Bharat.
Context:-Ayushman Bharat Sarbat Sehat Bima Yojna’ — a mega health scheme launched by Chief Minister Amarinder Singh last month — seems to have got a poor response.
Reason:-
- lack of awareness about the scheme among the doctors of government hospitals has become a hurdle in better implementation of the scheme. Most patients don’t carry documents required to generate the e-card on the spot at district hospitals.
- A district coordinator, pleading anonymity, said: “Patients who reach the emergency ward either don’t have Aadhaar card or they hardly believe in the fact they will get the cashless benefits. They complain that there are already so many health schemes which are on paper only.”
